Communication Srv and Email Srv are in the same data location, but still unable to connect.

I have am extant communication service to send SMS/Texts:
my Azure Communication Service is Global with a data location of United States.

I want to try sending emails, so I'm
a) creating an Email Communication Service which automatically creates as Global, within the same subscription as the ACS, Data Location: United States.
b) creating a Azure managed domain. location is Global (no choice to pick that)

When I go back to the ACS and try to Connect my email Domain?
I can pick the subscription to connect, then the resource group, then service. in the drop down for domain I see my azure domain.

when I select and try to connect to my ECS? I get

"The Communication Services and Email Services domain must be in the same data location"

But they are! I've looked through the screens 3 times to confirm that information. Seems like a pretty simple thing to do to fail.

    Frank was successfully able to set up this fine by creating a new resource.

    -Also, I' just followed the same steps and was able to connect successfully (Azure Managed Domain) verified domain in ACS.
