I tried with cached and non cached mode.
The only difference are these machines are on a VPN
Oulook Office 365 GPO safe senders list not working
We need to be able to update users safe senders list in Office 365 Outlook. This used to be able to manipulated by the following registry or GPO
But this does not exist in Office 365 version of outlook. Does anyone know how to append users to the list across the tenant?
I ran the powershell command and it updates the safe senders but only in OWA

As i know, first GPO should be applied to Outlook client first, and then synchronized from client to OWA. According to your description, if you do not have additional operations and safe senders have been displayed in OWA normally, then it means that GPO has been applied on Outlook client. It's suggested that you could configure your account in other computers in your organization to check if there're any differences.
If safe senders can be displayed in other computers, please create a new Outlook profile(Control Panel>Mail>Show Profiles>add) and check if safe senders can be shown.
