Hi,
We're having issues with licencing on Windows Server 2019 CIS image using Azure Virtual Desktop.
The machine is Azure AD joined, and we can see it attempting to register at kms.core.windows.net over port 1688, a 7 packet each way communication takes place and finishes with a tcp reset from client. I can't see any other traffic being blocked from the machine in question.
We've deployed a raft of other Windows Servers and never encountered this issue, therefore initial thoughts are that this is something specific to either AVD or this Image.

If you could validate the connection in kms.core.windows.net:1688, run the following command.
1..12 | ForEach-Object { Invoke-Expression "$env:windir\system32\cscript.exe $env:windir\system32\slmgr.vbs /ato" ; start-sleep 5 }
If after following the troubleshooting guide you still have the issue, please open a Support Request https://azure.microsoft.com/en-us/support/create-ticket
