Sending URLs by using Azure Communication Services (ACS) SMS is supported if it is not violating any rules (For example, phishing links, shortened URL by a free publicly shortener services, selling alcohol, drugs, ...). That said, if you are not violating any rule, you need to get your number verified before you are able to send any URL in the SMS content. You can find more information about Toll-free Verification (TFV) process here Toll-free Verification
So, can you please start the TFV process which will help to enable you to send URLs in SMS messages.
