Exchange Server 2019 Need Help Blocking Display Name Spoofing

I created a rule that I was hoping would block display name spoofing. These are emails that come from outside the organization, but have an internal user's display name. Unfortunately, my rule doesn't seem to work, and I wanted to see if anyone had an idea on why.

I also tried another rule, and it didn't work either.

Any help would be appreciated.

    I found the answer. Set the condition to "A message header matches" and then for the field enter "FROM" and then then person's name for the match.
