creating a dba user problem

I just installed SQL Server Management Studio V18.12.1 from this link: Free Download for SQL Server Management Studio (SSMS) 18.12.1

When I try to install Configuration Manager from this page:

there is NO entry for the version of SSMS that I am running.

Also, note that SSMS is loaded onto my laptop, it is NOT running off a network server.

When I try to connect I get this message: TITLE: Connect to Server ------------------------------ Cannot connect to MSI. ------------------------------ ADDITIONAL INFORMATION: A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: Named Pipes Provider, error: 40 - Could not open a connection to SQL Server) (Microsoft SQL Server, Error: 2) For help, click: https://learn.microsoft.com/sql/relational-databases/errors-events/mssqlserver-2-database-engine-erro... ------------------------------ The system cannot find the file specified ------------------------------ BUTTONS: OK ------------------------------ That is why I think I need to run Configuration Manager.
Any assistance would be appreciated.

    Hi @Murray Sobol ,

    try to install Configuration Manager from this page, note that SSMS is loaded onto my laptop, it is NOT running off a network server.

    Configuration Manager is installed with your SQL Server installation, if you have installed SQL Server, you can open it directly, SSMS only is a tool for managing SQL Server and Configuration manager is also a tool to manage the services associated with SQL Server

    Error 2

    SQL Server services may be disabled, please Windows+R to open Run, input "compmgmt.msc", make sure start the service
