try to install Configuration Manager from this page, note that SSMS is loaded onto my laptop, it is NOT running off a network server.
Configuration Manager is installed with your SQL Server installation, if you have installed SQL Server, you can open it directly, SSMS only is a tool for managing SQL Server and Configuration manager is also a tool to manage the services associated with SQL Server
Error 2
SQL Server services may be disabled, please Windows+R to open Run, input "compmgmt.msc", make sure start the service
Please enable TCP/IP for SQL Server
Please make sure enable remote location
