If you have had a trial previously, Azure will prevent you from using the same account and you will see that error message.
If this is not the case, you can try accessing the payment page from a different network in case the IP is being blocked for fraud prevention.
If neither of these scenarios apply, I would recommend reaching out to billing support to get this issue resolved. Azure billing/subscription support is free and available via chat, email, or call. https://azure.microsoft.com/en-us/support
