while installing the SQL server 2019 Developer Edition it throws an error- Exit code(Decimal): -2068052293Error Description: Please install the visual C++ 2017 Redistributable from <link>. I installed the visual software from the link but the error still persists.

Yes, it has a relationship with the inactivated windows, SQL Server may try to use the NETWORK SERVICE or SYSTEM account to install, but the account does not have sufficient privileges to run, if can, you can activate the windows, or use other custom account then you need to adjust the permissions to run SQL Server
