Why do I get "This page isn't working right now" HTTP ERROR 401 when trying to connect to localhost?

I am running:
Edition Windows 11 Pro
Version 22H2
Installed on 10/7/2022
OS build 22621.900
Experience Windows Feature Experience Pack 1000.22638.1000.0
IIS 10.0 Express is installed.
When I click on "Browse localhost on *:80 (http)" I get the above error message.
Restarting the website does not fix the problem.
Any ideas what may be causing the problem?

2022-12-09T22:04:29.307+00:00 It has been mentioned that the Firewall is blocking it. I have McAfee LiveSafe Version 16.0 Release Name: 26.0 R50. Any ideas where I should look to make sure it is not blocking it.
