OATH hardware Token option

Hi,
Do we need to have Azure premium 1 or 2 in order to have OATH hardware token option enabled in Azure platform?

    Hardware OATH tokens are available for users with an Azure AD Premium P1 or higher license.

    Thank you for reaching out. I would like to confirm that OATH Hardware tokens are in preview and can be only managed from Azure AD MFA settings page. This page would only be enabled when you have an Azure AD Premium license. If you do not have Azure AD Premium License you would be provided with following message:
