Will all builds of Outlook 2016 and 2019 not be supported in Oct 2023 to connect to Exchange online?
"Office 2016 and Office 2019 clients will no longer be supported to connect to Microsoft 365 after October 10, 2023. After this date, these Office versions may still be able to connect to Microsoft 365, but that connection won’t be supported, and end users might experience performance or reliability issues over time."

Correct, 2016 & 2019 will not let you setup a new Outlook profile. You will get an "unable to establish an encrypted connection". You either need to use Office 2021 or 365. Office 2021 is EOL 10/14/26 but what is the date you will get that encryption warning when you need to setup an new Exchange Outlook profile?
To avoid potential security, and compliance risks, we recommend upgrading to Microsoft 365 E3, which includes Microsoft 365 Apps and all the familiar applications such as Word, Excel, PowerPoint, and Outlook.
That doesn't make any sense if Outlook 2016 is supported until 2025, which is what we were going with budget wise. When was this decision made? I just recently got a notice. That will more than double our costs...as a small nursing home that will hurt us. Why can't they line it up with EOL for Outlook 2016?

According to the documentation, this is a decision made by Microsoft, and it is a trend not to support legacy versions of Office that connect to Microsoft 365 services. For your better user experience, agree with @Amit Singh, we recommend that you upgrade to Microsoft 365.

According to the official document, the connection to O365 will be support till that time (Oct 2023), but we can't guarantee all features will be supported in old versions of Outlook 2016/2019.
Therefore, to provide the best experience with using Microsoft 365 services, we strongly recommend that you move off older Office versions to versions supported for connecting to Microsoft 365 services.

Does MS365 version of Outlook support adding additional.pst files, not as active mailboxes, but simply as the data file so the end user can still see/open/use emails as is possible with Outlook2016?
Yes you can add .PST files as data files in Outlook 365, File > Open & Export > Open Outlook Data File
