As indicated in the official document you shared above, Outlook Voice Access requires additional configuration from both the client side and Exchange server side. So, I am afraid it's not feasible to generate or get a voice mail with your current situation.
Just wondering if the message class "IPM.Note.Microsoft.Voicemail.UM.CA" can be used for your inspection.
If yes, a possible workaround I came up with is that you can sign up for a trial version of Microsoft 365 business plan which includes Teams, such as Microsoft 365 Business Basic, see Try or buy a Microsoft 365 for business subscription. Afterwards, you can use the .onmicrosoft domain which is free to add two test users(User1 and User2) and follow the steps below to get a voice mail:
- Login in Teams(https://teams.microsoft.com) as User2.
- Call User1, waiting for 20 seconds so that you would be forwarded to the voice mail. Say something to be recorded into the voice message and then hang up.
- Add user1's email account into your Outlook desktop client, you'll see the voice mail in Inbox:
