How can I export a list of people that only use Outlook Web?

We have assigned E3 licences to all users, however, a small number of users continue to rely only on Outlook Web.. I'm looking for a method to export a list of users that only use Outlook Web so that I can revoke the E3 licence and simply give the basic licence.

Please advise on how to export this list from the 365 admin portal.

    Have you looked at the Email app usage report in the M365 admin center? It will give you a breakdown of each client your users are leveraging, and you can export it directly from the portal.
