error ACCES DENIED when installing microsoft C++ runtime 2015

I have a problem when I want to install the Microsoft C++ Runtime 2015 application, the problem is when I'm in setup it says error 0x80070005: Access Denied.

    Please also try following suggestions:

    1. Go to Settings > Windows Update > and update Windows. Install any pending updated Windows components and packages.
    2. Try to run Windows Update Troubleshooter to fix any Windows Update errors.
    3. If you are using any antivirus, please try to disable it temporarily and retry installation. If you are using any extension/proxy or your machine is included in any policy group, please try to communicate with your administrator.

    Hi, please make sure Windows Update is working properly and is not disabled.
