how to install microsoft store apps on windows pcs using azure profile

Question

we have an issue we would like to purchase the heic extension for the photos app for our entire domain. but if we do i am not sure how we would distribute. we are a standard microsoft ad domain network we are syncing to azure ad. is there away to purchase store apps as an azure ad administrator and apply them to user profile or group so that once someone logs into the microsoft store app with there azure ad account they have access to the purchased app?
