I am not entirely sure what purpose you need to run Visual Studio 2010 Ultimate on Windows 10 OS in 2023.

I found this article from Microsoft about the system specifications required to run Visual Studio 2010 Ultimate.

It is likely that you are running into errors due to Visual Studio 2010 Ultimate being unsupported on Windows 10.

I'll defer to an official Microsoft employee to verify my assessment of your situation.

Perhaps you should consider running Visual Studio Code or Visual Studio Community on Windows 10.

Please try to download and install the DVD(.ISO) version of VS 2010 Ultimate from here: Visual Studio 2010.

If the installation still fails, please update Windows and make sure there’s no Update errors, and all pending updated components have been installed. Besides, please check if you are using any antivirus, extension and proxy. Make sure that there are no limits(like group policy, administrator permissions and some rules) on your machine which may block VS 2010 from installing.
