Outlook app on IOS not allowed to download attachments to Device

When i tried to download any attachment from Outlook on IOS mobiles to the internal storage i got this error " Sharing not allowed, Your organization does not allow this sharing", meanwhile i changed the policy on intunes "Save copies of org data" to allow and i still get the same error!
