2 Step account verification not sending code

I have tried over and over again to get the verification code send to me but it just doesn't send, I have 2 emails and a phone number that is linked to the Microsoft account, that I have complete access to, but even though iv used each of them multiple times to get the code, I simply never receive it.
The account in question has been used as my Xbox gaming/Minecraft account and recently had its primary email changed with the old one removed, as the old email was very old and constantly received spam emails that I didn't want to deal with anymore so I attached a new email, deleted the old one and then when I tried to log in the password was incorrect, which shouldn't be a problem because I have access to the emails/phone that can be used to receive the code for a password reset but again It never sends it to me so I cant.
I cant use the account recovery form because apparently If you have 2 step verification it doesn't work.
So how can I regain access? email in question is - Enixion-Gaming@outlook.com

    cant use the account recovery form because apparently If you have 2 step verification it doesn't work.

    As you mentioned you probably can't. The product group for Outlook.com actively monitors questions in dedicated forums here.

    If an account access problem then also try resetting via the account recovery form

    Use the Get Help app here to chat online with someone by clicking link

    then "Windows", then underneath "home support" click on Get support in the Get Help Windows app
