I have two VMs on Azure in same VNet, VM1 is running SQL 2016 with SSRS. I can connect SQL services fine with domain account from the VM2 but SSRS web portal is not logging in with domain account.
Local SQL server account logs in to SSRS web portal on both VMs. Domain account too logs in on VM1 but just doesn't work on VM2.
80 port is allowed in firewall and connection is establishing.

What does the URL you connect to look like? Have you restarted the VM after setting the firewall port 80?
I did a test, I created VM, VM1, VM2 in VNet, and joined them in the same domain. Where VM is a domain controller and VM1 and VM2 are domain members. I deployed SQL Server and SSRS in VM1, added VM2 to the Windows group, and granted permissions. At the same time, port 80 is also set. Then I access the web portal URL of VM1 in VM2: http://<VM1'servername>//reports. At first, the access is not successful, but after restarting VM1 and VM2, the access is successful.
