No, you cannot get a backup of an Azure SQL Database that you can restore on-prem. While they are similar, there are also differences, so there is no parity.

If you want a copy of a database in Azure SQL Database, you get a BACPAC and the install that on your on-prem instance.

    Hi,

    Thanks for your question.

By default, Azure SQL Database stores backups in geo-redundant storage blobs that are replicated to a paired region. Geo-redundancy helps protect against outages that affect backup storage in the primary region. It also allows you to restore your databases in a different region in the event of a regional outage.

Geo-restore uses geo-replicated backups as the source. You can restore a database on any logical server in any Azure region from the most recent geo-replicated backups. You can request a geo-restore even if an outage has made the database or the entire region inaccessible.

    Please find reference document below

    https://learn.microsoft.com/en-us/azure/azure-sql/database/recovery-using-backups?view=azuresql&tabs=azure-portal#geo-restore

    Hope this helps!
