Yes it is although not straight forward. There are like three ways of doing it but I just noticed that one does not work on all. So I will give instructions to the one sure way.
- When windows asks to connect to network on setup click Shift + F10 of Fn + Shift + F10
- Type ncpa.cpl on cmd and type enter
- Network Connections will appear, disable network connection i.e WiFi
- Type OOBE/ByPassNRO in cmd
- The PC/Laptop will restart
- Click on "I do not have internet" on the network setup the option will appear
