Is that the reason and if so what need to be enabled or change update in same way after downloading manually?
Yes, you are right, that’s the reason.
Compare the descriptions of the two packages, the "Visual Studio 2022 version 17.2.13 update" package requires VS on the LTSC channel. As you can see, per this document: Visual Studio Channels and Release Rhythm, Visual Studio 2022 version 17.1 isn’t on the LTSC channel, but version 17.2 is on the TLSC channel. So, you need to first update the client machines(VS) from version 17.1.0 to version 17.2.X, and then deploy the 17.2.13 update.
However, based on my check, the related 17.2 update package was not available in Microsoft Update Catalog channel. You may need to try to check other channels. See this document: Understanding Visual Studio administrator updates => The Visual Studio administrator update package that is published to the Microsoft Update system is available through three distribution channels.
If all of the three distribution channels don’t provide the 17.2 update package, then you may need to consider updating VS to a higher version than 17.2 and 17.2.13, like 17.4.5.
