I tested on my side, but it seems that I couldn’t reproduce this issue(VS v17.5.1).
Please try to reset Visual Studio settings and check if the Error List becomes normal.
Please also try to rename VS cache folder(C:\Users\username\AppData\Local\Microsoft\VisualStudio\17.0_XXXXXXXX\ComponentModelCache
).
Besides, are you using any extensions which may affect Error List Window? If so, please try to disable it/them temporarily and test again.
BTW, I know it keeps opening at random times on your side, but if you can reproduce this issue, please share us the detailed steps to reproduce this issue.
