Check out and check in and saving file to local desktop issue

I could check out and could check in and save the file in the SharePoint it self

However for one of the user when tried to save the file it is saving in desktop

and unable to do check in and check out.

after check out and after saving , she was not able to see the latest version instead she is seeing older version

we are able to see latest version.

It is SharePoint 2016 version

    It is resolved, it is user specific issue, resolved by IT team upgrading to Office 365 version.
