Please first confirm that if you are going to install Visual Studio 2022 Build Tools version.
If you are installing Visual Studio 2022 Build Tools, then the correct workload IDs should be:
Microsoft.VisualStudio.Workload.AzureBuildTools
and Microsoft.VisualStudio.Workload.OfficeBuildTools
.

Also, please download and use the correct setup.exe file for Visual Studio 2022 Build Tools, instead of the setup.exe file for Visual Studio 2022(Community/Professional/Enterprise), if you are installing VS 2022 Build Tools.
If you are not installing VS 2022 Build Tools version, then please check following aspects:
- The Internet connection is good when you are downloading and installing the VS.
- Try to run the bootstrapper file(.exe file) as administrator.
If the issue persists, please share us the command line that you are using and some screenshots to check further.
