Error when trying to update Authentication Methods Policy

Attempting to update the Microsoft Authenticator settings policy (Security | Authentication methods | Policies) and getting an error 'The Policy did not save successfully'.

There are currently 16 groups with the policy applied.

We cannot delete any of the groups.

We cannot change the policy to target All users either.

Just to clarify, we are unable to make any changes to this policy at present.

Can anyone help with this issue ?

Note this step:

After you update the Authentication methods policy, go through the legacy MFA, and SSPR policies and remove each authentication method one-by-one. Test and validate the changes for each method.

I realize you have already moved to "Migration Complete", but check it out anyway.

Go to your legacy MFA policies, they are probably grayed out.

Go to your Password Reset policies and make sure to clear all the boxes.

Once we did that, the problem went away and we were again able to save Authentication Methods policies.

I have tried this in my lab and it is working fine for me without any errors.

I created 16 groups and assigned these groups to one of the authentication method policy.

I am able to delete any group from that policy or I am also able to make any changes in the same policy.

I'm facing the same problem, and even after disabling the SSPR methods, the problem still persists.
