Task Scheduler when user is not logged on

Hello.
I hit this issue on Windows 2016. I did not have it neither Server 2008 or 2012
I have to run Task Scheduler when user is either logged on or not.
When I select this radio button and do not select check-box 'Do not store password' it failed to create with the error (see attachment).
Note: Creator of the Task is a member of local admin group and the account which will run the task is a service account also a member of local admin group.
Likely I could enable 'autologon' option but I'm afraid it might compromise security.
Any advice how to workaround it?

    That's another issue caused by the September 8, 2020—KB4577015. The only solution currently is to uninstall it.

    @Anonymous - thanks for the heads-up
    I realized that I already tried to implement suggestion from your url. I failed before and it did not work now ..
    The issue is with MMC - see attachment.
    Any clue?
