Some people can open OneNote in desktop application but others can't even though they have the same permissions. Why?

Some of the people I have shared a OneNote with are able to view and edit the OneNote with the desktop app and some are not even though they have the same permission. Attached is a screen shot of the error.

    Did all users' accounts join the same organization?

    I suggest you check if all users join the same organization.

    I'd recommend you sign out the work account from OneNote desktop app, and then try to open the shared notebook in OneNote app again. You can sign in the account to check if users can open the shared Notebook.
