Power Automate to import CSV in many corporate Outlook

Hi all, I would import CSV file to many corporate MS Outlook, so many users will sync this CSV address list, because available inside mailbox address list, to their mobile phone using Exchange ActiveSync. I found a article using PowerAutomate. Is "Power Automated Desktop" necessary to complete this task? All corporate user need "Power Automated" license? Thanks!

    As far as Outlook clients are concerned, CSV files can only be manually imported into a single Outlook.
