OneDrive Group Policy

Question

Hello, I have created a group policy for OneDrive which has computer and user configuration, I want to apply this policy on some computer and users of this computers (eventually it will be for users and computers). My questions are:

1. Create security group called OnedrivePolicy include the computers and users who will need this policy OR just include computers only?
2. Should I apply this policy to PC OU and Users OU?
3. OR should I create two separate group policy one containing computer configuration and other containing just user configuration
