how to notify Microsoft when office365 partially down but Microsoft website says everything is up

since the morning, the Microsoft apps doesn't show in 365, checked website, Microsoft said everything is up.

If you are a business you can do this via the Microsoft Admin Center:

Get support for Microsoft 365 for business

Chance are that it is already logged as a ticket that they are working on, but you can always submit one to receive support and notify Microsoft engineers.
