Where do I go to reserver IPs and set ranges on the azure DHCP?

Hello, I'm at the initial stage of setting up my environment. My first server got an IP address of .4 which I'm guess is the first available DHCP address and so it was assigned as such. Is there a place to set up reservations and usable IP addresses other than carving them out and setting up subnets.?

    I understand that you would like to manually assign the IP addresses to a VM. You can do this by setting the IP configuration to Static on the VM's NIC. User's image
