Cannot sign in to my hotmail nor to Microsoft

Question

I cannot sign in to my hotmail. Keep having to reset passwords but they don’t set. Use authentication and two-step authentication but says tried too many times and try again tomorrow - which it reoccurs each following days - 3 days now.
