Bulk Enrollment using provisioning package for wifi only devices

Question

How can we install provisioning package to devices. Which only connect to Wifi network. As we have few devices, which only connected to Wifi network and it is unable failed to join to Azure ad and Intune.

For bulk enrollment, it needs network in the process. It is suggested to try to configure the Wi-Fi network devices connect to when they first start and then check if the device can enroll to intune successfully.
