Outlook 2019 resend email sends to previous recipient after changing recipient to another email address

Some error as I got the wrong email. (from previous recipients' email)

I know I can cut and paste into a new email, but I used to be able click resend and change the recipients' email address and make the slight modifications to the body of the previous email.

    From your description, I understand that when you use the resend function to send to a new recipient, the old recipient also received the email, right?

    In order to better understand your issue, can you provide some related information?

    1. Check your resent email, does it show the correct recipient? What about on the web?
    2. Try resending another email to see if the problem recurs.
    3. What detailed version of Outlook are you using? (File > Office Account About Outlook)

    If the issue continues, you can try the following troubleshooting:

    • Make sure the Outlook version is up to date.
    • Create a new profile and re-add your account to see the issue persists.
    • Repair office from control panel
