Creating Cognitive OpenAI Deployment returns WriteAPI failure

I have a brand new Azure account that has been granted access to OpenAI Cognitive Services.

I have attempted 3 times to create an Azure OpenAI deployment, and all 3 times it has failed at the same stage.

The stage of deployment that fails is creation of "Write API Account".

The error message is: The resource provision operation did not complete within the allowed timeout period.

The account is new, has no other resources within it. The account is in East US.

Any help would be greatly appreciated.

    Coming back to comment. This is now resolved for me.

    For anyone that comes across this and is having the same issue and you are on a new account that has free credits assigned, you cannot deploy OpenAI. Even though I had valid billing information on the account, I needed to "upgrade" my account to Pay As You Go or a higher tier.

    As soon as I did that, 1 hour later, I was able to successfully deploy.

    @romungi-MSFT this is probably worth noting in the documentation somewhere.
