MS office E1 license to E3 license.

we are currently seeking to upgrade the existing users with Office 365 E1 licenses to Office E3 licenses.
It has come to our attention that the E1 licenses for these users have been assigned by Mexico Team " Maxico Tenant"

we would like to explore the option of locally purchasing ( INDIA) the Office E3 licenses and upgrading the allocated users from E1 to E3.

what are the possiblity and what are the challenges.
