For our issue, firstly, check if the Enrollment device limit has been reached. By default, one user can enroll 15 devices by default. Secondly, check if the user has Intune license assigned. Thirdly, based as I know, when both Android Enterprise (work profile) and Android device administrator are allowed under Enrollment device platform restrictions. The device will choose to use Android Enterprise (work profile) instead of Android device administrator. If the device is not supported with Android Enterprise, please block Android Enterprise (work profile) for this user.
