Fresh Start Removed Intune Enrollmed

We recently completed a Fresh Start on a new desktop that we were moving from one employee to another one. Previously, this device had been enrolled in Intune and all was well. When we completed the Fresh Start and the new user logged in, the device was set to isManaged = false, and no longer shows in our intune device list. We confirmed this from Azure AD where we can see the audit log from when Intune marked the device as no longer managed. The device still shows in Azure AD and also shows as Autopilot and MDM: Intune, but shows as Compliant: No.

I am confused about what went wrong and how to troubleshoot. How can we re-enroll the device in Intune or indicate that it is managed again?

    @Chase Maldonado, Thanks for posting in Q&A. Based as I know, Azure AD joined devices will be enrolled into mobile device management again when an Azure Active Directory enabled user signs into the device after doing Fresh Start. But from your description, it seems the device is not enrolled again.

    Here, we suggest check if the new user is with both Microsoft Intune and Azure AD Premium license assigned. And if the new user is in the MDM user scope of Automatic enrollment.
