Sounds like an occasional problem.
Can you describe how you uploaded the video below? Should it be stored in the library, or displayed directly in the Page?
As you said, the user having the problem has sufficient permissions, right?
Is it opened directly in the web page?
Has this happened before? Or is this the first time?
It would be even better if there were screenshots of the event.

- Because SharePoint online relies on the network, first check whether the network is stable.
- Clear the browser cache or use incognito mode.
- Try switching browsers.
- Log in with your account on other people's devices to see if the problem still occurs.
