    Open Word 2019

Click File from the left side of the taskbar at the top.

    Choose Options.

    Click General.

Scroll down to “Office intelligent services” and check Enable services.

    Click OK.

While in Word, press the Windows logo key + H

Start speaking and see the text appear on the screen from your voice.

Click the Microphone at the top of the dictation toolbar to start speaking again.

Click the “X” to close the dictation toolbar.

    Hi,

How did you activate Office 2019?

    Did you use Windows 10?

If you can't see the button to start dictation:

    1. Make sure you're signed in with an active Microsoft 365 subscription
    2. Dictate is not available in Office 2016 or 2019 for Windows without Microsoft 365
    3. Make sure you have Windows 10 or above

Hope the information is helpful, any updates please let me know and I'm glad to help you.
