Thank you for reaching out. If you would be allowed to set a different MFA default method apart from Microsoft Authenticator app depends on how you have enforced MFA in your tenant. More details on these lines are mentioned on following documentation: Manage authentication methods for Azure AD
- If you are using Office 365 per user MFA, then you can choose and use any of the following methods enabled for your tenant from per user MFA service settings section:
- If you are using Azure Security Defaults, then you would be forced to register for Microsoft Authenticator app as mentioned on following documentation: Security defaults in Azure AD.
- If you are using Conditional Access along with combined registration, then you can setup Authentication Method policies to define what your users can use. More details available on following documentation: Combined security information registration for Azure Active Directory overview
