Can we push applications to azure avd session host using user based configuration in intune

I am trying to install the applications onto my Azure AVD session host through Intune using a user-based configuration. When I log in to the session host I don't see any applications installed. It is working fine when I choose a device-based configuration. Will Azure virtual desktop(multi-session VM) supports user based configurations, if yes how can i do it

For apps deployed to Windows 10 or Windows 11 Enterprise multi-session remote desktops, it has some limitation. Please check if the app we deployed is supported:

Meanwhile, to configure configuration policies for Windows 10 or Windows 11 Enterprise multi-session VMs, you'll need to use the Settings catalog in the Microsoft Intune admin center. The existing device configuration profile templates aren't supported for Windows 10 or Windows 11 Enterprise multi-session VMs, except for the Trusted certificate, SCEP certificate, PKCS certificate and VPN profiles.
