I understand that you mistakenly applied your Conditional Access policy blocking all users and admins from signing into your Azure AD tenant. Since this is a locked-out scenario and all of your users and admins aren't able to login, you can reach out to the Global Customer Service team or the Azure Data Protection team for further assistance - (866-807-5850) in regaining access to your tenant.
For future reference, I'd also recommend creating and managing an emergency access account in Azure AD, this will help prevent being accidentally locked out of your Azure AD tenant for any reason.
