Primary Domain Controller in Azure

I want to set up a primary domain controller in Azure. It just seems a little confusing according to the tech documents. I need step by step guidance for the process.

    @Juan Pinera If you are just looking to create the DC on cloud for authentication purpose to remove any single point of failure if the On-prem Environment failed for some outage local datacenter/Infra. You can extend your On premises AD Domain to Azure by running a DC there which will be connected to the on -prem via VPN or Express Route.
