I am sorry but it is not possible to deploy Windows XP through Intune. Intune only supports managing virtual machines running Windows 10 Enterprise with certain limitations [1]. Also, Intune cannot manage on-demand, session-host virtual machines, also known as non-persistent virtual desktop infrastructure (VDI) [2].
As per your scenario, you need to deploy Windows XP via Oracle Virtual Box and configure a company portal setup with all apps listed. However, you cannot use Intune for this purpose.
