Outlook Calendar - Sharing and Permissions "Can edit" missing

For one specific user, the ability to be granted "Can edit" access to a shared calendar is missing. This is a licensed user, and other users can be granted access just fine. See below.

    Is the user internal to your organization, i.e. does he have a mailbox within the same tenant? It looks like OWA is detecting it as mail user instead, so check on its status.
