Is it greyed out? Are you positive you have that role? Can you try with an incognito browser?

I have user administrator role in Microsoft 365 admin center but I cannot delete or block non administrator users. I was able to do that before.
What permission or role I need?
Does Microsoft change something recently?

I understand that you have the User Admin role assigned within the Microsoft 365 Admin Center, but when trying to delete or block/disable users within the Admin Center and Azure Portal you're unable to. To hopefully point you in the right direction or resolve your issue, I'll share my findings below.
