This question has the same symptoms:

https://learn.microsoft.com/en-us/answers/questions/751460/visual-studio-setup-installer-does-not-open

I deleted any folders in C:/Program Files and all related registry keys...

I did not have a Visual Studio install before now (I have Visual Studio Code, but not Visual Studio)...

I ran collect.exe, and I attached vslog.zip as recommended in this question... Here is my vslog.zip (I could not use OneDrive because my organization does not allow that)

Here's my GitHub question where I encountered the issue:

I just needed admin rights (this is a work computer).

I thought my credentials had admin rights, but I guess not.

My work IT ServiceDesk helped me -- they entered special credentials (which have elevated permissions I guess), then the Visual Studio Installer opened.

I wish Visual Studio would make clearer error message for my credentials "You do not have sufficient privileges"!
