Welcome to Microsoft Q&A forum.
If rebooting machine and turning on/restarting Windows Installer Service which are mentioned in the error message don’t work, please try to download and run this troubleshooter tool: Fix problems that block programs from being installed or removed(make sure that you have administrator permissions).
Select Installing first, if Visual Studio lists there, follow the guide to fix this issue. If Visual Studio doesn’t list there, try to select Uninstalling and select Microsoft Visual Studio to uninstall Visual Studio, then reinstall VS again.
